Fran retired from the Greenville (SC) Police Department where she began her career in 1990 and served as part of the command staff and Accreditation Manager. In this capacity, she spearheaded many projects impacting the department’s strategic goals and worked to develop and maintain agency policies in accordance with legal and legislative changes.
Ms. Moore has a liberal arts degree from Furman University and an associate degree in business from Greenville Technical College. She has completed IACP’s Leadership in Police Organizations course, is recognized by NENA as an Emergency Number Professional (ENP) and is a Riley Fellow from Furman University’s Diversity Leaders Initiative. She is active in the state chapter of the Association of Public Safety Official’s and served on the APCO Board for more than ten (10) years. Fran served as a CALEA Assessor from 2009 to 2023 where she functioned as an Assessor and Team Leader.
